eDelivery - building block

eDelivery is a building block that serves for the secure exchange of data, electronic documents and documents.

Regulation (EU) no. 910/2014 of the European Parliament and the Council of July 23, 2014, on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC, stipulates that eDelivery must enable the transfer of data without loss, damage and unauthorized changes, and the authenticity of the data is confirmed by an electronic signature and time stamp.

Accordingly, the basic characteristic of this building block is that it provides rules, specifications, standards and software that ensure secure communication, i.e. the exchange of data within an organization or between several different organizations, at the local, regional or cross-border level, by creating security networks.

eDelivery is based on the distribution model 4-corner model, in which users do not exchange data directly, but through access points that have the same technical specifications, which consequently enables users to communicate with each other, i.e. exchange data safely and without loss.

In data exchange, access points can play the role of receiver or sender, and in order to communicate with each other, the sender must find where information about the receiver (metadata) is stored and retrieve the found information.

Public authorities (TJV), using the eDelivery building block, ensure the possibility of cross-border exchange of data, electronic documents and documents between EU public authorities (A2A), as well as with economic entities (A2B and B2A), and using the Personal User Box (OKP - part system e-Citizens) and with citizens (A2C and C2A), as shown in Figure 1.

The eDelivery building block is connected to the EU eIDAS Regulation (electronic Identification Authentication and Signature), within which, in accordance with Article 3, Paragraph 36 and Articles 43 and 46, the main advantages of using eDelivery are manifested, namely:

• interoperability – the ability to exchange data, documents and documents through a single communication infrastructure

• scalability – the ability to adapt to the needs of different levels of government and the size of organizations

• legal acceptability – evidence of delivery via the eDelivery building block complies with the EIDAS Regulation

• security – the security of the exchange of data, documents and documents is protected by encryption and electronic signatures
