The meta-register is a public register that forms part of the state information infrastructure and serves to manage the system of public registers. It contains detailed information about public registers and information about them is available to users through a single place. In this way, an overview of the established public registers, the types of data they collect and the ways of connecting them to other systems is ensured, while compliance with the current regulations on personal data protection, data confidentiality and the right to access information is ensured.
The meta-register is a place of description of the state's registration systems, which creates prerequisites for the creation of an integral information system of public administration with the purpose of creating a paperless state.

The manager of the Metaregistry is the central body of the state administration responsible for e-Croatia affairs.
Meta-register as a prerequisite for a paperless country and the realization of the 'once only' principle. A paperless country is made up of a single administrative place, where registration systems are connected that ensure the availability of data and thereby relieve citizens of the administrative burden, because they do not have to transfer documents between different institutions, all in terms of delivering data only once and that digitally. In order to ensure an overview of the availability of data, i.e. existing methods of data exchange between different public registries, the establishment of the public registry "Metaregistra" was determined. Metaregistry is also a communication tool for setting requests and approvals of access to data, as well as notification of anticipated changes in the state's registry system.
Metaregistry creates the prerequisites for the realization of complete inter-institutional services and the development and support of the connection of complex electronic services, i.e. the connection of IT systems and the exchange of data in public administration. Business systems of public administration are mainly based on public registers, the connection and mutual exchange of data are presented as a key driver for optimizing the work of public administration. By providing electronic public administration services to citizens, economic entities and institutions, public administration operations will be modernized and business efficiency and transparency will increase, and the costs of communication with public administration will be reduced for citizens and business entities.
