NIAS is a complete information technology solution, built on the principles established in the document Proposal of the concept of an integrated central authentication and authorization system (Central State Office for e-Croatia), intended for the authentication of e-service users at the national level. NIAS enables cross-border users to access Croatian e-services in accordance with the eIDAS Regulation.
National identification and authentication system, a place of single application to all e-services within the e-citizens project.
The fundamental function of NIAS is the safe and reliable provision of central electronic identification and authentication of credentials of all Users of public e-services in the networked administration, as well as cross-border authentication of Users and Cross-Border Users.
The following eight factors are important in the function of central authentication/authorization in NIAS:
Issuers of electronic credentials;
E-service providers;
Users;
Cross-border users;
Knot;
Attribute Providers;
e-Authorizations;
The navigation bar of the e-Citizens/e-Business system (hereinafter referred to as the Navigation bar).
NIAS acts as an intermediary between Users, i.e. Cross-border users in the application process for e-services, regardless of whether the e-service is located in the Republic of Croatia or in countries that have joined cross-border authentication based on the eIDAS Regulation.
The operation of NIAS is based on the management of electronic identity attributes (e-ID/e-identity) of NIAS Users. The user's electronic identity is proven by using the appropriate credentials during authentication procedures. Through control mechanisms, NIAS prevents the identification of Users whose OIB of a natural person is inactive.
From the aspect of integration work and the way of regulating rights and obligations, NIAS distinguishes between Clients, Users, i.e. Cross-border users, Attribute Providers and Nodes.
Users are divided into Users and Cross-border users:
A user is a citizen or a person in a business entity holding a credential from the List of Accepted Credentials who accesses the e-service or the Cross-Border e-Service through NIAS, and for whom NIAS uses the OIB of a natural person, i.e. the Unique Identifier of a business entity for business subjects.
A cross-border user is a citizen or a person in a business entity of an EU member state who is the holder of a credential issued in an EU member state, with the exception of the Republic of Croatia, with which the cross-border user, through Čvor and NIAS, accesses the e-service, and for whom in the exchange of messages as The Unique Identifier of the Cross-Border User is used by the Unique Identifier of the Cross-Border User of a Natural Person, i.e. the Unique Identifier of the Cross-Border User of a Business Entity.
The node (eIDAS Node) is the point of connection of NIAS to the EU electronic identification interoperability structure and is included in the cross-border authentication of Users and Cross-Border Users and has the ability to recognize and process, i.e. forward data to other nodes and NIAS. The node enables NIAS, as the central national infrastructure of electronic identification in the Republic of Croatia, to be connected to the national structures of electronic identification in EU member states.
By joining NIAS, the e-Service Provider is enabled to:
Cessation of the need to manage user accounts for access to own resources;
Acceptance of Users and Cross-border users of credentials that meet the minimum level of security prescribed by the Service Provider;
The possibility of using a ready-made integration module for connecting to NIAS;
Complete reliability in the authentication process;
Technological independence of the e-service (NIAS functions independently of the technological solution on which the e-service was designed);
Controlled message exchange protocol between NIAS and e-service;
Secure (protected) data exchange.
In order to access NIAS, the User must have the appropriate credentials that are included, or integrated into the NIAS system. NIAS enables the User to:
Use of one (or more) credentials, in accordance with the required security levels, to access public administration e-services;
Single authentication for access to various e-services that can be found on several different websites, i.e. domains connected to NIAS (Single Sign-on);
Single logout from all e-services where the User is registered (Single Signout);
Protection through built-in mechanisms for detecting intruders;
Protection of privacy of personal data during data exchange.
