Government Service Bus - GSB

Government Service Bus is a component of the Central Interoperability System of the national administration of the Republic of Croatia.

What is the State Bus (GSB)?

Government Service Bus (GSB) - hereinafter referred to as GSB, ensures the functionality of secure reception, forwarding, recording, encryption, and confirmation of messages and documents between individual public sector bodies.

The exchange is carried out through web services and messages as the basic communication unit, which can contain data in various formats, e-documents or e-documents.

The GSB product used for Shared Service Center (CDU) purposes is WSO2 https://wso2.com/products/enterprise-service-bus.

Advantages of GSB

• defining the framework for connecting and including all public sector bodies in a single system with common rules and standards
• implementation of the Metaregister, which is defined by the Regulation on organizational and technical standards for connecting to the state information infrastructure of the Government of the Republic of Croatia (Official Gazette 60/2017), in order to ensure that all master data from master registers in state administration bodies can be accessed in one place
• facilitates and accelerates the exchange of messages and documents between the necessary institutions and systems within the public administration
• Services from each individual state administration body are available in all government sectors
• saving the time and cost of connecting public sector body services
• the possibility of multiple simple uses of existing services, without reconnecting (one point of contact for all master data from master registers)
• reduced life cycle of the development of e-services in public sector bodies

Purpose of GSB

The slow, inefficient, and complex bilateral data exchange, in which two bodies exchange data with each other through individual connections (Figure 1), has been replaced by a new model of data exchange through a unified technical platform (GSB), which represents a central point for secure data exchange, monitors security conditions for system connection and authorization systems with associated security protection mechanisms (Figure 2).

GSB standards

The way bodies are connected via the GSB platform is described in the GSB standards. GSB standards are used to integrate existing and potential applications used by public sector bodies into the central system of interoperability (SSI) and business processes that will be used for said integrations. Access to services via GSB

Administratively, there are two main processes performed on the GSB platform, related to secure data exchange:

• obtaining data for the implementation of legally defined business processes in bodies/institutions. In the article "Acquiring data via the State bus - GSB" the procedure for submitting a request for obtaining data via the state bus is described.
• presentation of data collections* (public registers, eyewitnesses, registers, records and the like) on the GSB so that other bodies/institutions can obtain data for the implementation of business processes in their jurisdiction. The article "Exposing Data Collections via GSB" describes the process of connecting a new data source to the state bus.

*The collection of data in this context represents an electronic database that the body/institution manages ex officio and that has the possibility to connect to the GSB by means of an electronic means of communication and a protocol.
