Metaregistar – Tool for Submitting Data Access Requests via GSB

Metaregistar is a public registry containing metadata on all public registers/data sources in the Republic of Croatia. The website Metaregistar provides access to this metadata. In 2026, the application was enhanced with new functionality: submitting requests for data access via the Government Service Bus (GSB).

The following section contains steps and brief instructions for Metaregistar and the new functionality.

Step 1: Granting e-Authorizations (preparation and roles)
Before the first login to Metaregistar, the institution's legal representative (or person with e-PowerOfAttorney administration rights) must grant rights to the official in the e-Authorizations system.

Preparation for the representative:

  • The representative must have the official's OIB (personal identification number) prepared for access granting.
  • The representative must possess a high-level security credential (eOI or FINA business certificate).

Procedure in e-Authorizations (e-ovlastenja.gov.hr):

  • Select application: Metaregistar.
  • Assign role: user.
  • Note: This role is essential as it enables request creation for everyone and access to all institution requests for registy owners.
  • Digital signature of e-PowerOfAttorney.

​​​​​Step 2: Logging into the Metaregistar System

Once rights are granted to the official (usually visible immediately), access to the application becomes possible.

  • Application address: https://metaregistar.gov.hr.
  • Login via the NIAS system.
  • Credential level: medium or high security credential required (e.g., mToken, e-personal ID card, or FINA certificate).

After login, the system will prompt for institution selection.

Step 3: Submitting a Data Access Request (GSB)
User initiates the request within the application via: Requests Create Request.

Mandatory Request Elements:

  • Email address: preferably a generic email address.
  • Application: name of the user application that will be used to retrieve data via GSB.
  • Register and Service Selection:
    • From the catalog, select the register whose data is requested (e.g., OIB Register).
    • Select a specific service (e.g., OIB service).
  • Legal Basis:
    • State the full name of the legal basis, exact article if applicable (including paragraph(s) where needed) authorizing data access.
    • Important: always include the Official Gazette (NN) number where the legal basis was published (with exceptions, e.g., statutes).
  • Purpose:
    • Concise and clear description of the business process or administrative procedure where data will be used.
    • Submission: click the "Submit Request" button.

What happens after request submission?

The request goes through the following phases:

  • Administrative Review: MPUDT administrators verify data completeness.
  • Expert Opinion: register manager (data owner) assesses request justification.
  • Approval and Technical Integration: upon positive opinion, MPUDT issues approval, and CDU performs technical integration with the Service Bus (GSB).

Who is a Metaregistar user? Only a person authorised by the institution's representative via the e-Authorizations system, representing the institution (Ministry, Agency, Institute, JLPRS, economic entity, etc.) can be a Metaregistar user (for submitting requests).

Important note: The institution must have user status with the Centre for Shared Services (CDU). If the institution is not yet a CDU user, a request for inclusion must be submitted to enable technical implementation of access.
