Obtaining data via the Government Service Bus - GSB

This article describes the procedure for submitting a request for secure data exchange via the Government Service Bus.


The article "Government Service Bus - GSB" describes the concept of the Government Service Bus (GSB), how GSB works, what are the advantages of secure data exchange via GSB, the purpose of existence of GSB, standards of GSB and statistical indicators of data exchange via GSB.

Obtaining data through GSB

The state administration body that requests access to the existing register/web service displayed on the GSB, submits to the Central State Office for the Development of the Digital Society (SDURDD) a completed form Request for access and secure data exchange from public registers (attached below in Documents).

In the Request form, in addition to the applicant's basic information, it is necessary to provide information about the data:

  • which data is to be obtained (Name of the public/fundamental register to be accessed)
  • name of the public sector body that maintains the register (if unsure, leave blank)

In addition to information about the data collection, the following must also be entered in the Request:

  • the legal basis that gives the body/institution public authority to implement a business process in which the requested data from data collections is used (article of the law/regulation)
  • the purpose of using the data (the purpose should be precisely described)

If the limitations of the PDF form prevent a complete description/content of the data fields, the name of the authority managing the registers, the legal bases and/or the purpose of using the data, use a new document for a more detailed description and submit it as an attachment to this Request.

Access to individual data collections requires the use of additional documents (such as OIB records) in which it is necessary to additionally describe the requested data. For more details on specific requirements, check the Wiki portal of the Shared Services Center, where you can find all the necessary forms and instructions on how to proceed. Application with NIAS credential of any level is required.

Upon approval of the request, the Central State Office for the Development of the Digital Society issues a Consent for access to the requested registry or service and sends an order to the Shared Services Center (CD), which creates access data for the requester to access the requested service.


 
Simplified procedure

If you represent a body/institution that wants to obtain data through the GSB, check the following:

  1. Is there a legal basis that gives the body/institution public authority to carry out the business process for which you need to obtain data through the GSB.
  2. Determine the purpose of using the data.
  3. Determine the amount of data required for your business process - the GDPR Regulation limits the exchange of data according to the principle of "reduction of the amount of data", which means that the requested data must be appropriate, relevant and limited to what is necessary in relation to the purposes for which it is processed.
  4. Fill out the Request form
  5. Consult the SSI team at the central communication point, e-mail address: ssi@cdu.gov.hr
  6. Check the Wiki pages of the Shared Services Center for the existence of additional documents for submitting requests (specific registers)
  7. Submit the Request to the central communication point, e-mail address: ssi@cdu.gov.hr
  8. If all the steps of the simplified procedure are positive-correct, the time to wait for Consent is significantly shortened.
